" ...The Urals has undoubtedly been a locomotive of Russia's industrial development throughout its history… The well-established industrial potential of the district is so rich, that it ought to be one of the most thriving regions of Russia. One of the advantages is that district's production is in full demand both in the Russian domestic and the world markets.
Objectively the District should remain the center of investment attraction - both domestic and the foreign ones.
I am convinced that in order to put into operation all the richest potential of the Urals, to achieve its breaking through development, we need new in essence approaches and attractive prospective projects, laying the solid foundation of growth for decades. For that we need to widen the horizons of our possibilities, search both for the new spheres of capital investment and the additional sources of growth of the regional economy.
Development of transport system in the region should correspond with the strategic long-term interests of the whole Russian economy. The strong arterial grid is Russia's wide access to the world raw materials and production markets, as well as integration to the global transport corridors".

" ...The priority should be given to those projects that are not simply oriented for raw materials' export, but propose to create general processing productions. And we have examples of such an approach. The "Ural Industrial - Ural Polar" Project, that was thoroughly discussed on the VII Congress of the "United Russia" party and gained unanimous approval, is among them. Construction of the new transport corridor along the Eastern slope of the Ural mountains - with the railroad as a core part of it - will give access to the rich Subpolar deposits. Owing to this the transport part used to deliver ores to the Ural metallurgical works will be shortened by more than 1000 km. This fact cardinally improves economic parameters of a whole range of investment projects in metallurgy, machine building and other fields..."

Its basic objective is creation of facilities for industrial development of the Urals Federal District by drawing new deposits of industrial minerals into the economic turnover… The explored deposits allow satisfying Russia's needs in chromites and to a considerable degree - manganese ores. The Urals has oil, gas, phosphates necessary for fertilizers' production and many more. The "Ural Industrial - Ural Polar" projects offers a solution of this problem on the basis of private and state partnership… Implementation of this programme will significantly shorten by more than a thousand kilometers) the transport leg and, therefore, reduce the cost of raw materials. Owing to this fact the situation in the processing sector is going to improve. According to the specialists investments to the enterprises' modernization will rise 4-5-fold. This will allow using the competitive advantages of the region - that are made not only of mineral resources deposits, but also of high qualification of working personnel, rich traditions, culture of industrial production - in a more effective..."
