Construction of the electricity generating facilities within the “Ural Industrial - Ural Polar” project

Activities of the power sector

Justification and organization of the construction of power generating plants on the territory of the Urals Federal District:
1. The construction of the Thermal Power Plant "Polarnaya" in the city of Salekhard, YNAD;
2. The construction of the Thermal Power Plant "Severo-Sosvinskaya“ in Berezovsky district, KMAD;
3. The interaction with other entities of the power engineering for the construction of energy generation facilities on the territories of the Ural Federal District.

Commissioning of power energetic facilities:
1. Thermal Power Plant TPP of 12 MW in the village of Harp, YNAD.

The construction of external power supply facilities of the oil pipeline “Purpe – Samotlor”:
1. OPT line-110 kV "Vyngapur - IOPS-2";
2. OPT line-110 kV "Tarko-Sale - Purpe";
3. Pipeline substation "Purpe" 110/10 kV;
4. Substation "Intermediate OPS-2" 110/10 kV.

Increasing the economic energy efficiency of the regions of the UFD:
1. The interaction with the Agency for Forecasting of the balance of the power industry;
2. In the frames of the agreements made with the Russian-German Energy Agency Rudea the regional program on energy conservation and energy efficiency was developed and approved.

Construction

The project objectives:

  • Reliable electric power supply of the consumers of YNAD;
  • Development of energy infrastructure of the "Ural Industrial - Ural Polar" investment project;
  • The social-economic development of the territory.

The construction of facilities of external power supply of the oil pipeline “Purpe – Samotlor”

The next stage of cooperation – the participation in the construction of the infrastructure of the oil pipeline “Purpe – Zapolyare”.

The construction of external power supply facilities

Overhead power transmission line-110 kV "Tarko-Sale - Purpe",
OPT line-110 kV "Vyngapur - IOPS-2"		Pipeline station "Purpe" 110/10 kV,
"Intermediate OPS-2" 110/10 kV
1. The delivery of materials is completed.
2. The preparatory works on the route for the overhead power transmission line are completed.
3. The supporting structures are assembled.
4. The preparatory works on fittings and electric wires are almost completed.		1. The equipment delivery is almost completed.
2. The installation of the complex transformer substation is completed.
3. The installation of equipment is in process.


The construction of the Thermal Power Plant “Polyarnaya”, 268 MW, in the City of Salekhard, YNAD

Preconditions for the realization of the project:

  • Creating a new center of energetic load
  • Ensuring a reliability of the energy supply
  • Tariffs reduction
  • Introduction of modern energy-saving technologies
  • Improving the life quality
  • Investment appeal
The outputs:

1. The collaboration with the authorities of YNAD on the preparation of the construction site of TPP "Polar" is organized.

2. The pre-feasibility study and the requirements specification for the construction of the station are agreed with the administration of YNAD.

3. The feasibility study of the project is developed. The materials of the feasibility study undergo the approval procedure in the administration of YNAD.

4. The issuing of electric power from the thermal power plant of the energy network in Tyumen with "Tyumenenergo" is agreed. The procedures on the agreements with other authorized entities of power engineering sector are undergoing.

5. A package of documents is prepared for the state guarantee of YNAD.

6. The contracts with developers and suppliers of the equipment for the construction of the thermal power plants are signed.
