Construction of the Salekhard-Nadym railroad is to start in the period of March 15-20, 2010.

Deputy Plenipotentiary of the President of the Russian Federation in the Urals Federal District, the Chairman of the OJSC "Corporation Ural Industrial - Ural Polar" Supervisory Board Alexander Beletskiy informed about that when opening the meeting on the OJSC "Corporation Ural Industrial - Ural Polar" activities for attraction of potential participants in construction of the new Salekhard-Nadym railway line. Deputy Plenipotentiary mentioned that construction of the new Slakhard-Nadym railway line is planned to be carried out on the territory of the Yamal-Nenets Autonomous Okrug in the period of 2010-2014.

The building length of the designed rail line is 354,6 km. An affirmative resolution of the Federal Public Institution "Glavgosexpertiza Rossii" (The General State Expertise of Russia) was gained on October 16, 2009.

In accordance with the Project's concept the financing of the Salekhard-Nadym railroad construction is provided by the following scheme (01.01.2009 prices):
1. RUR 20,4 bln (36% of the estimated cost) from the sources of the Investment Fund of the Russian Federation for construction works. Construction timelines: 2010-2014.
2. RUR 36,5 bln (64% of the estimated cost) from the funds of private investors.

On October 21, 2009 at the meeting on the issues of construction of the Salekhard-Nadym railroad the potential investors of construction (general contractors) received designated information on several conditions for participation in construction, which included: reduction in cost of construction by application of new technologies, potential investors' possession of their own financial resources allowing to carry out the construction works with the delay of payment for the performed work.

In the framework of activities for potential construction participants' attraction it is planned to detect the best and the most profitable - for the Investor and for implementation of the "Ural Industrial - Ural Polar" investment project in general - Proposals of Claimants on carrying out the construction of sectors of the Salekhard-Nadym railroad for the following construction Objects:
Construction object №1 "Construction of the Salekhard - Nadym railroad" The Salekhard station (inclusive) - the Polyapta passing track (exclusive) (a track complex).
Construction object №2 "Construction of the Salekhard - Nadym railroad" The right bank of the Nadym river - the Khorey passing track (a track complex).

The OJSC "Corporation Ural Industrial - Ural Polar" acts as the investor.

Warranty service period:
is to be not less than 120 (one hundred twenty) months from the moment of start of operation of the construction object.

Contract initial price:
for the Construction object №1 - RUR 1,077,026,000 (one billion seventy seven million twenty six thousand).
for the Construction object №2 - RUR 913,406,000 (nine hundred thirteen million four hundred six thousand).

Thus, there was accepted a two-beam scheme with the purpose of construction term acceleration: the first beam from Salekhard, the second - from Nadym.

Construction object №1 includes: preparation of the constructions territory, heaping of the road bed, construction of 11 pipe culverts, construction of a reinforced concrete bridge, laying of superstructure of 2 tracks, reconstruction of high-voltage lines.

Meanwhile the Construction object №2 also includes heaping of the road bed, preparation of the constructions territory and laying of a superstructure from the right bank of the Nadym river to the Khorey passing track (inclusive).

The General Contractor bears responsibility for the results of construction. Besides, a warranty service period of 120 months from the start of operation of Object is stipulated.

For now the OJSC "Corporation Ural Industrial - Ural Polar" has worked out the requirements demanded by the Investor from the claimant and to the implemented construction works, which includes the following:
1) A claimant is to possess civil legal capacity for entering into a contract;
2) At the moment of participation in the Activities a claimant should not get into arrears on tax payments to budgets of all levels and on compulsory payments to governmental off-budget funds;
3) A claimant should not be under the liquidation or insolvency (bankruptcy) process;
4) The property of a claimant should not be sequestrated and its economic activity should not be suspended;
5) A claimant should possess available finance, material means as well as other opportunities (sources) necessary for the proper performance of duties of the General Contractor in case of conclusion of a respective Contract and should be ready to provide documentary evidence of such a possession;
6) In case of conclusion of a respective Contract a Claimant is to carry out construction works at the expense of his own funds or borrowed assets, at the same time reimbursement of General Contractor costs and expenses is allowed only 6 (six) months after the Deed of conveyance of the object with completed construction works is signed, and reimbursement of interest for use of its own or obtained funds is not allowed;
7) A Claimant is obliged to use as many material resources produced on the territory of the Urals Federal District of the Russian Federation as possible;
8) In case of conclusion of a respective Contract a Claimant is obliged to:
- create new jobs;
- inform population employment centers about availability and shortage of jobs when creating new jobs, and at the same time the to use services of the employment centers in filling up the vacant seats by qualified staff using mainly local population;
- have a social programme with a list of obligations to its workers;
- have a programme on ensuring the environmental security, one of the main conditions of which should be the regular hearings according to the schedule approved together with the local authorities;
- attract subjects of small and medium-sized business satisfying the necessary qualifying requirements along with the major specialized companies for carrying out the subcontract works;
9) A Claimant is to quarterly render of the execution of its obligations in regional mass media and on its official website.

Eligibility requirements:
1) A Claimant should possess the technical means and equipment for implementation of the whole complex of works in case of conclusion of a respective Contract with him;
2) A Claimant should have a team of qualified administrative, production and technical staff necessary for proper implementation of the General Contractor duties in case of conclusion of a respective Contract with him;
3) A Claimant should have an experience in implementation of similar works and should be ready to provide documentary evidence of quality of the performed works;
4) A Claimant should be a member of a self-regulated organization established on the membership of entities carrying out construction works, should have all the necessary tolerance and licensing documentation for carrying out the construction works in accordance with the requirements of the Russian legislation;
6) A Claimant should have at least 5-year experience in construction of railway infrastructure objects as a General Contractor.

As a result of the meeting it was declared that the respective applications will be accepted by the Corporation up to March 8, 2010.An Expert Group meeting will take place on March 9, 2010, where all the submitted applications will be analyzed.The General Contractor (general contractors) will be defined on March 10, 2010. In the period of March 15-20, 2010 construction of the Salekhard-Nadym railroad is to start.
