First Deputy General Director of the "Ural Industrial - Ural Polar" Corporation Rashid Saitov took part in a meeting of representatives of the office of Plenipotentiary of the RF President in the Urals Federal District with the delegation from Great Britain.

The meeting was held by Deputy Plenipotentiary of the Russian President in the Urals Federal District Sergei Smetanyuk. The British party was represented by:

Rashid Saitov characterized the "Ural Industrial - Ural Polar" project: "Its main task - completion of Federal District's transport and energy infrastructure formation for modernization of raw-material economies of the north of Urals Federal District, drawing of Yamal's and Yugra's raw potential to the economic turnover, assistance to modernization of old-industrial territories of the Urals Federal District (Sverdlovsk, Chelyabinsk regions).

The "Ural Industrial - Ural Polar" project includes transport sector, energy sector and subsoil resources development.

Implementation of the "Ural Industrial - Ural Polar" project will allow, firstly, to strengthen Russia's energy security, will facilitate the development of infrastructure of the sector by ensuring construction of 8 power-generating objects with total capacity of 6000 MW on the territories of the Khanty-Mansi and Yamal-Nenets autonomous regions. 2 of these objects - a 12 MW power station in Kharp and 122 MW power station in Noyabrsk are already launched. Construction of the "Polyarnaia" power station in Salekhard will be commenced this year.

Secondly, Corporation "Ural Industrial - Ural Polar" jointly with its subsidiary enterprises is a holder of 9 licenses fir geological prospecting and extraction of various mineral resources. Design estimates for all the objects have been completed in accordance with staging of works, resolutions of the State expertise were received. We have come to implementation of unique projects. Thus, within the frameworks of the "Polar quartz" program we intend to produce unique nano-powder of high purity and within the "Severo-Sosvinskiy energy complex" project we plan to start producing syngas - a high-tech product of processing of brown coals extracted at the Otoryinskoe deposit that belongs to the Corporation.

The key line of our work in the area of transport infrastructure is formation of the strategic railway northern latitudinal way with the length of 707 km. It will run on the territory of the Yamal-Nenets autonomous region from the Obskaya station in the area of Salekhard to the Korotchaevo station in the east of autonomous district.

All the necessary negotiations with its participants were carried out and documented. Profitability of the new transport corridor has already been confirmed. Already by 2016 the volume of cargo transportation along this road shall exceed 26 mln tons p.a., which is much higher than the profitability level.

The work is planned to be commenced in 2011 and be completed by December 31, 2014. Coordinator - Federal Agency for Railway transport of RF Ministry of transport. A special project company is being created for the purposes of project implementation, its shareholders will be: OJSC "Corporation Ural Industrial - Ural Polar", JSC "Gazprom", JSC "RZD" and Administration of the Yamal-Nenets autonomous region.

I would like to note that formation of all the aggregate of transport infrastructure shall become a key factor of economic diversification of northern territories of the Urals Federal District, a contribution to further development of northern territories of Yamal and Krasnoyarsk region.

Implementation of Project's transport component is not limited by railroad construction. Another direction - a key one - construction of pipeline transport. Within the frameworks of the Agreement with JSC "Transneft" by November 2011 Corporation "Ural Industrial - Ural Polar" will build a fire department for 6 fire-trucks (Nizhnevartovsk region); housing for pipeline maintaining personnel for 285 ppl in Noyabrsk, Nizhnevartovsk, Gubkindkiy. Besides, we will construct 2 power transmission lines and 2 substations. All the relevant work has already begun. Participation in further construction of this pipeline to the Zapoliarie deposit is planned in future.

The "Ural Industrial - Ural Polar" project attracted considerable interest of Russian business. Virtually all Russia's major companies are the partners of the Corporation (Gazprom, RZD, NOVATEK, TNK-BP, Lukoil, Sibur, Rosneft, Transneft, a whole range of 1st level banks).

Investors from Germany, Spain, the Czech Republic, Sqitzerland, Qatar and China display their interest to the project.

We also have had a dialogue with British business circles. Last April we had a meeting with the management of Tensar International Ltd. General Consul of Great Britain in Yekaterinburg Jenny Lock, TIL Deputy Director David Cashman participated in that meeting. This company is a world leader in development and supplies of solutions, materials and systems for construction of geogrids reinforced grounds. TIL also has an experience of working in Russia. In particular, its production was used during the construction of the Obskaya - Bovanenkovo railroad.

We are convinced that with the beginning of the Northern latitudinal way construction the technology of this company will be needed by the Corporation".
